Long-Term Planning:

Enrollment and Boundaries

As part of our long-term planning process, Northshore School District is reviewing enrollment and resources to ensure every student continues to receive the high-quality education our community expects and deserves. To use public funds responsibly and ensure all students’ access to staffing, programs, and services, approximately every 10 years we conduct a comprehensive review of changing enrollment trends to address imbalances across our schools. This is about making sure every student gets a high-quality education no matter which Northshore school they attend.

Background Information

As part of the district’s long-term planning work, our Enrollment Demographics Advisory Committee (EDAC) has been reviewing enrollment and demographic trends across Northshore. Composed of parents, staff, and community members, the group was formerly known as the Enrollment Demographics Task Force. These trends include significant differences in school enrollment and size, declining birth rates, and uneven enrollment growth across the district. Schools in the east and southwest areas are projected to continue experiencing enrollment declines. View the Sept. 14 School Board Study Session on this topic.

Over the past several years, the district has implemented small changes to address our district’s  shifting demographics, including closing schools to waivers and adjusting program site placements. While these past adjustments have helped address some enrollment challenges, they are not enough to address the longer-term trends and enrollment imbalances we are already seeing across the district.

In response, the district is taking a broader look at the enrollment impacts on our schools and considering further adjustments to meet our needs. Typically this type of comprehensive review occurs every 10 years. Future adjustments may include changes to boundaries, school repurposing, and/or school closure, however no decisions have been made.

EDAC has been reviewing our comprehensive data, considering community feedback, and exploring potential solutions. The committee will bring potential options forward for consideration by district staff and the School Board. The final recommendations will be presented to the School Board for approval in early March 2027, with any changes taking effect fall 2028.

Community engagement will be vital to this process and we are committed to approaching potential changes with transparency, care, and compassion. This webpage will continue to be updated with information and opportunities to provide input and participate in the process.

We know these conversations can be challenging. Our commitment is to approach this work thoughtfully, using data and community input, and to support our school communities as we plan for Northshore’s future.

Planning for the Future of Our Schools

This short video explains what’s driving these changes, how enrollment drives the allocation of staffing and resources, and how you can stay informed.

The Issue to be Addressed

Some Northshore schools are overcrowded. Others have plenty of open space. That's because two things are happening at once:

  • Enrollment is declining overall.  Fewer babies are being born in our area, so fewer kids are entering kindergarten each year.
  • Enrollment is also shifting. Some neighborhoods have grown fast with new housing, while others have the same houses but fewer school-age kids than a few years ago - families are still there, but their kids have grown up and left home.

Shelton View Temporary Relocation

In addition to addressing imbalance in student enrollment across the district, Shelton View Elementary needs to be rebuilt. There isn't enough room on the current property to build a new school while the current one is still in use, so students and staff will need to move somewhere else for two years during construction. While this project isn't directly related to enrollment, it must be considered as plans take shape. After the School Board has voted on how to address enrollment imbalance and decline (March 2027), a decision about the relocation of Shelton View will be made (Spring 2027).
