Workgroup Meeting Notes: November 6, 2019

  • Study Progress Update - Transpo Group
    • Walk through scenario-building factors and assure all issues, tools and opportunities have been identified
      • Bookend times (after 8, before 4)
      • No new buses
      • Only approach that will accommodate this is a 3 tier approach - though it doesn't have to be a uniform 3 tiers across all the District
  • Tier Scenario Development - Transpo Group
    • Timing of tiers is mostly fixed, 40 to 45 minutes between tiers, some schools can flex 10 to 15 minutes
    • Analyzed how the different school orders (HS first v. last) can accommodate up to six options
    • HS as middle tier creates "fatal flaw" conflicts
    • Other scenarios (options)
      • Combining schools for transportation needs (HS / ES) (deemed not advisable)
      • Evaluated "combinations on steroids" (HS/MS/ES) - creates gridlock – (deemed not feasible)
      • Hybrid tier in denser areas - allows for 4 tiers in the denser areas - could apply to 20% of schools based on where the dense area are
  • Working to reduce travel times, shorten routes by moving programs and 
    • Reducing cross-district routes
    • Move Career and Technical Education (CTE) to middle of day – (not sure if this is feasible)
  • Scenario Evaluation Criteria  - Transpo
    • Results in 6 potential scenarios
      • The original four with a "combo schools" (HS/ES) and hybrid (3 or 4 tiers in parts of District)
      • "Combo" is likely unrealistic as a result of traffic conflicts - each potential combo situation was assessed and determined that none of them are deemed realistic, largely due to the limitations of local roads (too many parent / student drivers and too many buses at one time)
    • Scenario Evaluation Criteria
      • High-level criteria
        • Local traffic impact / access issues (combo schools)
        • HS Sports (can they practice in the morning?); missing school for sports events is a concern
        • Program changes will make a difference
      • Constraint changes
        • 7-period HS day isn't changing
        • ES can start before 8am; HS could shift later than the 4pm end of day
      • This parameter may not be a good option due to start time
  • GIS Application/Optimization - Transpo Group
    • Created the transportation network and identified the obstacles that currently exist
    • Lots of "isolated" potential riders that tend to cause the routes to be less efficient
      • Is the "ORCA" card option we've discussed in the past.  Should parents/students have to pre-arrange to be provided transportation (see Z-pass topic below)
      • Becky has created a map that shows where all the special programs are located
  • Zonar Data/Visualization - Transpo
    • Scenario 2 - order could be evaluated in the construct of scenario 6
    • Can there be a way to mitigate the conflict this creates in the afternoon (HS competing with MS / ES for rides from school home)
    • Scenario 4 - order could be evaluated in the construct of scenario 6
    • Zpass would help us understand and manage ridership on school buses
