Workgroup Meeting Notes: January 8, 2020

  • Outcome needed - prep for an hour-long study session on Monday night
    • 5:15 to 6:15 - 3/4 presentation / 1/4 questions
  • Brief history
    • All options visual - selected 2 options for further study
    • Software solutions proposed to help accessibility of families to transportation and improve the safety of students
    • When will a solution be available to recommend to the board?
  • Overview of Last Meeting - Transportation
  • Program Logistics Change Story Map - Becky/Transportation
    • Illustrated an on-line story map
      • Showed the original location of district program
      • Highlights of programs that are moving (transitions in program locations)
      • Where programs have moved to
      • Final map of program location
      • A table that illustrates which programs moved, and from where to where
    • This is a proof of concept - did the task force feel that this approach was helpful?
      • It includes an auto-play feature that walks the viewer through the evolution of program moves - this is a focus on regionalization of students to their best school option - but it happens to have transportation benefits.
      • Is there a way to overlay the related bus routes?
        • Yes, potentially best to do it by program as it gets very convoluted very quickly - using "as the crow flies" overlay rather than actual routes
  • Scenario Refinements - Transportation
    • Illustrated various scenarios of route groupings that allowed the times in options 1 and 2 to work.
      • Scenario 1 shows about half of the elementary schools in the first tranche and the other half in the second tranche.
      • Scenario 2 starts a little later - gets elementary ahead of HS
        • In this scenario - how many "big buses" will be available for student sports activities and at what time?
  • Scenario Key Performance Indices - Transportation
    • Transportation showed a slide with the various Key Performance Indicators (KPIs)
      • The high level view suggests the need for 5-10 more smaller buses to meet the needs (suggestion to obtain big buses to maintain flexibility)
    • Includes all anticipated program moves and Early Advanced Placement (EAP) changes as well
    • Next steps to refine the KPIs is to load the data into the "VersaTrans" system and "stress test" the design
      • Is there a way to assess which elementary schools are better suited to start either earlier or later since we are making changes anyway?
        • Communications will look into the socioeconomic aspects of this
  • Preferred Scenario Selection - All
    • Scenario 1
      • Con - 25 minutes of "on-campus" lag time for HS students
      • Con - Schedule starts earlier for students in general for all students
      • Pro- earlier end-time for high school, however there are still challenges getting HS students to sports events due to bus availability
      • Pro- there will potentially be better separation of buses from students being driven
    • Scenario 2
      • Pro - later start time for the schedule overall - including pick-up times
      • Con - a gap for some elementary schools (only a 15 minute gap)
        • Results in some added costs for supervision
      • Pro - gaps in drop off to start time separates some school traffic
      • Con - some challenges in sports transportation however there would be some MS buses available to address this
      • Con - later HS end times would be inconsistent with other league schools for sports which will need to be sorted out
      • Pro - a more condensed transportation scenario
      • Con - MS activities would be later (due to later end times) which may cost more money
  • Board Meeting Materials - Dr. Reid
    • Strategic plan based thinking
    • Let's not forget about the companion opportunity to make ingress-egress improvements at the various school sites
      • The drivers cited this as a major part of the transportation problem
      • Can also address safety
    • Transportation will continue to work the systems design (working with Scenario 2)
    • Still working through the details, so the discussion should remain fairly high-level

    • New software's role in improving overall transportation and student safety
    • Program moves (such as special programs and music) contribute to these discussion as well
    • Goal for making the March 9th meeting with a proposal

      • It will serve as a check-in for the taskforce
      • Program changes map - with changes illustrated as the crow flies
