Workgroup Meeting Notes: August 21, 2019

  • The Technical Workgroup discussed principles
    • Student safety is a priority
    • Due to differing transportation needs, conditions and opportunities across the 60-square mile District, the group will remain open to the idea of testing and implementing a hybrid solution.
      • With respect to start times at different schools
      • Methods of "kid delivery"
      • Kids can be mixed (elementary, middle, high schools) on a bus)
    • High School starts no earlier than 8
      • Teens ideally don't start prior to 8
      • Period 1 is 8 AM start (not zero period)
    • The Workgroup must use an equity lens in decisions
    • The District researched and contracted with Transpo Group to support our ability to analyze scenario planning data. Transpo Group comes with the following experience:
      • Transportation systems and planning
      • Work with local cities on their transportation systems (and school districts as well)
      • Familiarity with the District’s issues
      • Led innovative projects both locally and internationally
  • Scope of Work for Transpo Group
    • Review what has District already done
    • Review use of VersaTrans to explore route alternatives
    • Develop KPIs for alternative evaluation.  Workgroup can stratify the KPIs for decision making
    • Consider other route planning tools
      • If VersaTrans isn't optimal, use a Transpo Group-recommended tool
    • Propose solution for pilot, sub-region
    • Implement pilot in sub-region and evaluate results
    • Make recommendations for fall of 2020
  • Project schedule
    • September 2019: Assess tools (Versatrans)
    • October 2019: Consider alternative tools
    • November 2019: Transpo Group recommendations
    • December 2019: Evaluate recommendations
    • January 2020: Implement in sub-area
    • March - June 2020: Develop full recommendation for fall 2020
  • Add innovation element to alternative development (brainstorm ideas):
    • Hybrid instructional approach
    • Off-site 1st period
    • Alternative transportation approaches (e.g. "Uber" style transportation on-demand)
    • Improved identification of student locations and transportation choices (e.g. if a remote student doesn't intend to ride the bus anyway, why are we routing a bus out there?)
    • Ways to "badge on and off" the bus
