Elementary Advanced Program
Elementary Advanced Program (EAP) provides our dual-qualified (qualified in both Reading and Math) highly capable students in grades 2-5 the opportunity to engage in rigorous, challenging, and enriched curriculum in a self-contained classroom with a cohort of highly capable peers or in an integrated cluster of highly capable students within a general education classroom. Instruction is designed to meet students’ cognitive and academic needs at the appropriate level by accelerating and enriching the standard curriculum. The learning pace in an EAP classroom is faster than in the general education program, and students engage with standards 1 to 2 grade levels beyond their current grade level. Highly capable students are identified through cognitive and academic measures, and the level of acceleration for each student is based on assessment data.
EAP follows the four Guiding Principles of HiCap:
- Whole child focus: Support for academic, creative, and social-emotional development fostering a growth mindset.
- Not “one size fits all”: Highly Capable qualified students have diverse needs and unique challenges, in addition to high cognitive capability and/or academic achievement. Often this requires the collaboration of teams across programs to meet the needs of individual learners.
- Not more work, different work: Developing innovative, creative, and critical thinkers through access to advanced learning standards with appropriate depth and rigor.
- Equity: Equitable access to HiCap services for all students who qualify. Ability and talent are equally distributed, opportunity is not. All students, regardless of race, income, culture, special needs, or support program, have the potential to qualify for advanced learning services when given equitable opportunity with culturally and linguistically accessible instruments and an unbiased qualification system.

EAP Math
Students who receive highly capable service in math receive instruction above grade level. Past experience has shown that students who qualify for highly capable services in math generally are able to grasp concepts quickly. If your child is entering highly capable services and needs extra support on pre-requisite skills, some families find it helpful to explore some of the content below:

Transportation & Waivers
Transportation: Transportation is provided to students attending their Northshore assigned EAP site. Route information, including bus stop location and departure/return times, are available to families in late August.
Steps to find transportation to EAP site:
1) Go to the Transportation Department Bus Stop Information page:
2) Click the Open E-Link link
3) User Name: public (this keeps changing, and it may be Student ID)
4) Password: public2 (this keeps changing, and it may be Date of Birth (MMDDYYYY))
5) Click on Advanced Search in the top left corner
6) Select student’s Grade
7) Select student’s EAP site
8) Select two letter abbreviation for student’s EAP school and EAP (ex. CC – EAP)
9) At Home address type in house number, street, and zip
10) Click Find School/Transportation Info at the bottom of the screen
11) If there are any special circumstances, please contact the Transportation Department
To request transportation to a different EAP site, complete a Transportation Inquiry Form as soon as possible. Decisions will be made at the beginning of November. In the meantime, transportation must be arranged by the family.
Requesting a New EAP Site: If you wish to pursue an EAP site assignment other than your assigned EAP site, you may contact Northshore’s Student Services Department for information about completing a waiver process. Please note that students attending EAP sites on an approved waiver do not receive transportation services. Waiver requests and approval depends on space availability within each grade level. https://www.nsd.org/schools/get-started/waivers
If your waiver request is approved:
- You will likely be notified of approval (or not) in August
- The waiver is approved for the duration of elementary school
- Families must reside in the Northshore School District.
Sibling Waivers: In order to determine whether a sibling may attend the same EAP site (in either a General Education classroom or EAP classroom if offered), families must complete a waiver request through the Student Services Department. Waiver requests and approval depends on space availability within each grade level. If approved, the waiver is approved for the duration of elementary school, and families must reside in the Northshore School District. Please note that siblings attending EAP sites on an approved waiver do not receive transportation services. https://www.nsd.org/schools/get-started/waivers
